The Lower Ward is one of the six wards of Sigil. It's home to the lower middle classes, the workers of the city. All manner of goods are forged, constructed, or otherwise produced here. It's also home to the headquarters of the Athar and Believers of the Source factions.
Long ago, the area used to be called the Prime Ward, and was used as a destination for the Incanterium and Sodkillers to herd the Clueless, in order to keep them out of the way of important city business. A number of restrictions were placed on the primes living here, until the Clueless Rebellion: some primes noticed a preponderance of portals to the Lower Planes, and began opening as many of them as possible as a form of protest. Fiends -- mostly the mindless sort, as the smarter ones knew better than to mess with the Lady -- rampaged through the area. Eventually the Lady did indeed take notice: the monsters disappeared (either Mazed or returned to their home planes) and the prime perpetrators were dealt with. The Ward slowly recovered, the Great Foundry built there, but the reputation (and odor) of the Lower Planes never really went away. Hence: the Lower Ward.[1]
